New panel to speed up labour visa
A new mechanism is to be introduced to screen applications for labour visas, says a report published in the local Arabic daily Al Sharq.
Quoting Nasser al-Meer, a member of Qatar’s Chamber of Commerce and Industry and head of the committee on contracts, the report says that a tripartite committee consisting of officials from the ministries of interior and labour and members of the chamber is to be constituted soon to speed up the process of clearing applications for labour visas on the basis of each firm’s requirement based on different nationalities.
This committee will fulfill a long standing demand by the chamber members who have been complaining about the delay and difficulty in obtaining labour visas.
A code of conduct is also to be signed soon by all the firms binding them on many labour related issues including the principle of not to employ absconding labourers.
“This will be an effective step towards checking the problem of absconding and redundant labourers,” said al-Meer.
Most of the firms are already abiding by this unwritten code of conduct but committing it to writing is essential to ensure the rights of all the parties concerned.
It is not fair to hold the government responsible for the proliferation of absconding and redundant labourers because government regulations are very clear and comprehensive.
The problem is caused mostly by the firms which violate the rules.
No labourer will think of absconding if he is aware that he will not be employed by anyone else, al-Meer said.

How can they make this statement?? >"It is not fair to hold the government responsible for the proliferation of absconding and redundant labourers because government regulations are very clear and comprehensive."
Many would suggest that the real cause is actually the "NOC" system and the general refusal of empoyers to allow persons to LEGALLY change jobs and sponsors.
