Is new sponsorship law eforced now?

I have a question about the new sponsorship law. Is it true that after one year the sponsor HAS to give a release letter if somebody wants to work somewhere else? Is it enforced now? Also, if it's true, how do I proceed? Where do I have to go to change the sponsor? How it's done? Sorry, but never had any experience with this before som I'm totally in the dark about it.
My friend heard it from a Qatari businessman.
He said that Emir signed the law already and it's going to come to life on 1st April.

I am searching now for the article, when I find it I will post it. So far I found one from February (http://www.gulf-times.com/site/topics/article.asp?cu_no=2&item_no=276034&version=1&template_id=57&parent_id=56) where indeed, nothing about one year...
But I'm sure I read it somewhere and my friend mentioned it yesterday without being asked, so they must have heard it somewhere too...

I don't think that there is anywhere in the new laws stating that after a year employers have to give you a release.
As far as I understand it, NOCs are at the companies discretion, and if they wont give it to you, you have a 2 year wait to come back to Qatar!

Where did you read that Law ?
