noc/visa

guys/gals, i need expert advise on NOC. My friend is living in Qatar since 05 years on RP. Now, he needs to leave Qatar for good anytime, but still he want to avoid 2 years block-out. As also Company who sponsors him is ready to leave him as per his wish. (i.e. if he likes to stay he can stay further).
Question now is,
1. How he will be able to enter Qatar without NOC as he has to come back in another company in Qatar itself after few months.( or when they call him)
2. Will he be able to get tourist visa though he dont have NOC so that he can come in when he gets joining order and pursue the NOC with old company.
3. Sponsor is ready to give NOC but till next arragements/confirmations are done/received he cannot disclose another company name where he is waiting to join. Sponser says, tell us the another company where your visa needs to be trasnfered.(he dont want to disclose as he fears that this company may play spoilsport)
4. Can NOC be issued and will be valid as "to whom so ever concern" without another company/sponser name, so that it can be utilised whenever required and when he wants to return to Qatar, by just sending this NOC to any another company.
5. Can he transfer his visa to another sponser temporarily and get visit visa from him so he can come back in Qatar again to join another company.after entering he can transfer to new company again.
6. Can anyone in his absence pursue or take NOC from old company and submit to CID clearnace and to new company or he has to remain present in Qatar while doing this transfer of visa?
