Nurse Working Visa

My friend who is now here in Doha, is looking for work as a Nurse, he passed the Prometric Exam already via online and is now doing the other process such as "Dataflow" and verification. However, the company that he would want to work with doesn't have visa for Nurse. Can he still join them to work as Nurse? Please advise.
