Obtaining police clearance from Qatar

Hi All,

Just looking for some advice on this:

My Fiance lived in Qatar for 5 years and we have been attempting to obtain a police clearance for submission to the US Immigration authorities so she can come join me here in the US (she currently resides in India).

The Ministry has rejected our request for a police clearance but not told us why the request was rejected. She has no criminal background, we've had a private background check done to confirm this.

We are at a loss as to why the request was rejected. Has anybody ever experienced something like this or have any advice for me?

We may have upset the Ministry by calling them to much for status (it's been 7 months now), and it was when I called one time that they got upset with me told me the request was rejected.

Any advice is welcome.
