"Open" visa for my housemaid possible?

We are leaving Qatar for good, and would like to give our housemaid "the best situation possible". We tried to get her a visa to come with us to the States but it was denied.

 Now we're hearing rumours that there's something called an open visa we can get for her so she can work for herself (ie she won't need a sponsor) here in Qatar....we've heard everything from all we have to do is sign some paper, all the way to we have to pay 10,000QR.

Amybody know anything about this?
