poor chap he lost his first document, but lucky enough that its in safe and responsible hands,,
I would suggest to deposit it to nearest police station,they will take minutes to identify the contact details of the worried man, I appreciate your efforts.

Submit it to the capital police, they'll do the needful.
Police and report the passport. For sure they Know how to contact the person.
Or refer to the embassy; they might as well contact the "owner"
