Processing of work visa in qatar if the applicant already has a valid work visa of another GCC country

I need some information.
If any foriegn national has a visa processed with any of the GCC countries already but he is yet to visit that country.while he is now selected in some company in qatar and this company needs to process a visa for this foreign national.In this case is there any GCC agreement which would reject his visa in qatar as his work visa in another GCC country has already been sanctioned but the person has not yet visited that GCC country?Kindly Answer.
I think their is additinal fee QR.2,000/- to process that type of visa.But a legal consultant can guide us better.

Regarding Qatar - You cannot get a work/residence visa in Qatar, if you have a valid residence permit of any other GCC country. I am sure about this, since I had gone thru the same situation. I got a transfer from Dubai, to Qatar, but had to cancel my UAE residence permit to apply for Qatar RP. This rule is not the same for all GCC countries. I beleive that in UAE, there is no such rule.Anyway good luck!
What i heard is if anyone have a valid visa of any GCC country, he can't get any other GCC country's visa get stamped. My friend in Dubai asked me to cancel my Qatar visa first before i visit there. I heard same case in Qatar too...but, only direct experience will prove the reality.
All are independent countries and law is different. The name is GCC like SAARC. nothing else. with my experiance even if you hold valid visa or stamped one you can go to other country if you have a valid visa. Company can also process the visa. No worries. Ask the company to process the visa and come to qatar if you are interested.
