Reapplying for Visa

My brother has a work visa for(one entry visa), it says he have to enter before 07-10-2012, but there is some issues with current company who is current sponsor for this visa, so he is not coming on that visa.
My question is can we (any another company) apply for the visa again??? Or will Qatar Will issue another visa for him???

The existing visa should be cancelled before applying another visa.
