what is the procedure if my RP is expired and I am out of Qatar and I want to re-enter again? is there panalties? or I should apply for another visa?

Renew ur RP before u leave QATAR..It would be very tedious job then to start everything from ground zero..Better don't take risk and renew it before u depart from DOHA..

a friend of mine had to get a visitors visa on rentry and then had to start the whole process of immigration from scratch. she won't be forgetting to renew another time.
