Sponsoring husband for RP

I have a friend who is working in Qatar and wanting to sponsor her husband. She was asked to go to the Labour office for interview and the case was refused there. Should she reapply or where can she appeal it. Her girlfriend's friend had a similar case (wife sponsoring husband) and the RP went through without interview. Any suggestions?

I know the salary requirements were fine. Where can she find additional information or who should she contact? Yes what are the requirements?

DaRuDe ..........can u be specific about labour reqiirements as I am going on a job to a school to Doha.........so can I sponsor my husband and kids.....what are the requirements?
