Sponsorship transfer rejected by Government
I resigned from my Company in Doha in January 2009 after working with them for 18 months period after I was hired by a major Bank in Doha. The employer kindly gave release in favour of the Bank and the Bank then sent the sponsorship transfer application to Government, which was rejected. Since I had resigned from my ex-employer and the Government did not approve sponsorship transfer in the Bank's favour, I returned to India in January 2009. I am still in touch with the Bank and want to know if the visa rules permit the Bank to send me fresh job offer in India and then apply to the Government for getting visa for me?
Two reasons for rejecting your sponsorship change
1) Goverment is not encouraging more locals to join in banking section as they wanted to impliment Qatarization in banks.
2) to change your sponsorship you need to complete 2 years with your previous sponsor and you only completed 18 months. (sponsorship can change to professionals after one year)

To get NOC from your previous company is the only solution to get visa again
you would have chosen the NOC from ur past employer.
Since the main agenda of the government is more on QATARIZATION, the locals are the priorities to fill in the positions in government companies/agencies.
It would depend if the position needs to be filled URGENTLY and no qualified qataris are applying for the position.
Since you are now back in your country, if you can get a NOC from your previous employer that they have no objection for you to come back and be employed by another company (even before 2 years is up), you can come back...
