visa on arrival help needed!

My husband is currently working in Doha and has recently received his RP but does not yet have a bank account sorted. Am i able to arrive in Doha and get a visa on arrival which can be extended to enable my husband to then apply for an RP for me. I plan to travel 3rd November. Also if i do get a visa on arrival do i need to travel on Qatar Airways as i was planning to fly with Emirates?
