I visited Qatar under work visa 10 th of january 2010.I joined the company same date and completed my medical and finguring but visa is not stamped in my passport.After 2 months I compelled to exit from qatar due to some personal matter.Now I have applied a new visa but the system(as per emigration) says that I have now in Qatar so there is no chance to get another one.From the enquiry with emigration I can understand that The emigration department in Airport forgot to enter my exit in their system.What I can Do? Now I am in UAE ,HOW CAN I CLEAR FROM HERE?

you had exited from qatar but your visa is still active...tell to your previous company to cancel your visa here in qatar...because thats the rule in GCC...
