Visa for my wife's sister coming from US

I have a valid Resident visa and my wife & children are under my sponsorshp. My wifes sister, who is in India, is going to US to visit her son .On her return to India, she would like to go via Qatar, and would like to stay with us for two weeks.
== what are the possible ways of visa for this visit ?
== is it transit visa or visit visa ?
== she is direct sister of my wife. whether we have to
apply here in doha immigration
== what are the necessary papers for that
== she is flying via Qatar Airways, can the Airlines help
her to get a visa ?

Please can someone tell me how long I have to wait after my family leaves Qatar to reapply for their visit visa, they left end of May 2010.

Apply for a Tourist visa for her via some hotel. I think Qatar airways have stopped issuing tourist visa by themselves.
