Visa renewal for my son

My son was born in qatar in the year 2007. His visa was being renewed for first two years without a penny but this time when i went for the visa renewal for the year Feb 2010 -2011 they charged me QR400. Also my wifes visa of 5years is getting over. So do i have to go to Labour Dept for renewal and how many times do they grant this 5years visa.

Up to two years it is free then you have tp pay to renew.

plus I thought the Resident Permit is only valid for three years? Not aware of any 5 year RP?
