Why his family visa is refused if his salary more than QR 7000 ???

Yes, this is kind of too common question. We have family friends who applied for his family visa last week and being refused.

We dont know why, since his salary is above QR 7 K, and he works for reputable company at supervisor level. Is there any other aspect should he concern for appealing?

If any of QL-ers every experienced the same, please kindly advise what to do. Btw, his comp. Mandoop applied on his behalf, should he go by himself to appeal?
or is it because he is Pakistani that's why his family visa is refused?
