Gulf national gets fined for drinking and causing disturbance
A Doha Criminal Court has imposed a fine of QR3,000 on a Gulf national after he was convicted of disturbing a resident in an inebriated state, local Arabic daily Arrayah reported yesterday.
The case was filed after the Capital police station received a call from an expatriate, who alleged that while he was walking near the Qatar Museums building, an inebriated Gulf national stopped him and threatened to kill him, the report states.
The expatriate said he ran from the spot before informing the police. Al Fazaa personnel then reached the spot and found the accused there.
They took him to the Capital police station with a report stating that he was drunk, according to the report.
The accused, however, denied that he was inebriated and refused to give a blood sample to the police. But the two policemen who brought the man to the police station told the court that he was drunk, it adds.
The court fined the accused QR3,000 under Article 270/1 of the Penal Law. It explained that it could not impose the punishment mentioned in Islamic law for consuming liquor as the required factors could not be fully satisfied.
These include confession of the crime before the Judiciary Council and the existence of two witnesses who have seen the man in the act of consuming liquor, the report further states.
I checked the penal code. It's perfectly legal for Gulf Nationals to buy and consume alcohol. The law says its illegal to either drink alcohol in public, or be drunk and disruptive in public.

khalli: yes i agree; its better for them to be doing their crap in private and discreetly than to be doing it out in the open and send the message that its ok for all of the larger society; because it isn't..
the gulf national wasn't done in just for drinking, but rather for being inebriated and causing trouble....it used to be illegal and im not sure if that law still stands...but even if its illegal, the concept of selling something and buying something are two things; the prostitute can hustle, but the cops get you for soliciting them; the shops can sell turbos/superchargers/radar detectors/NOS but the cops get you for installing them in your car....there's online retailers who can legally sell seeds and paraphernalia for certain drugs but the cops get you for buying them and growing it in your house...same difference then
buddy please, nothing you say now changes what you implied earlier...him saying one shouldn't look at other's tables and you saying he's too poor to have eaten at a 5-star are 2 different things...you just put him down in a most pathetic manner by bringing up his financial standing and please do not even try to defend that; ANYONE reading that will interpret it exactly the same way and i for one, even though it won't matter to you one bit, have lost all respect for you, of which i had a bit owing to previous interesting conversations we've had...if you were man enough, you would apologize to MM not for the rest of your debate, but just for that one bit...
And if drinking alcohol is illegal for Gulf Nationals, why do they get served when they go to restaurants and bars and on Qatar Airways flights?
I can only assume that the reason MM wrote what he did was because he's clearly never eaten at a restaurant ("resto") if he thinks that what people are drinking at the table next to you is invisible. "Respect their privacy" in a "resto" lol.

the way some folk just go off on a tangent is amazing; they could not impose the 'islamic' penalty because the 'islamic' requisites like witnesses were not met.....so they used the usual arbitrary case by case approach and only fined him based on the Al-Fazaa testimony...why they were not more tough when he refused a sample is probably down to the usual GCC undercurrents..never straightforward

I do enjoy my food, and my wine, when I eat in a "resto". And I'm not blind, I see everything around me. Unlike some I manage to see the whole world, not a blinkered, myopic view of it. If you have enough money to afford to eat a meal in one of the 5 star restaurants here, you'll often find that most of the diners are Gulf nationals, and almost every one of them is drinking wine and beer. You would have to be BLIND not to notice. Blind, or a complete moron.

Hold on, so it's illegal to be drunk? So when I sit in a restaurant and see Gulf Nationals happily enjoying a glass of wine with dinner, they are breaking the law? That's news to me.

haha, refuses a blood test for alcohol and you need two witnesses to say they saw you drinking! Just drink at home on your own, drive your car, commit crimes and no one can prove you were drunk.... you couldn't make it up.
