Is a 15000 Qr. salary is fair ?

I'm an admin. assistant with than 11 years experience and being offered by one of the local Companies to work with them in Qatar. Is 15000 all inclusive salary low or its fair for a family with 4 members ??

What includes in this salary, u have to check the following things:

1. Housing

2. Medical

3. Children Education

Are these things included in your salary or will be covered in separate allowances?
