Delaying of repatriation

I need help in the following matter:
My last day of work was 1 march 2009 (5 weeks notice) , and my resignation was approved .
Now, already passed 7 days and I have no news regarding my exit permit (Cancelation of work visa) returning of my passport or payment of my final dues. What I heard from my company is that the matter is under processing.
My Q/s are: is there any article in the labor law preventing the employer to delay (hope not) for a long period of time my clearance?
Second: what will be the normal procedure for me to follow in case my company will keep on delaying my clearance so I can go home? Staying in Qatar without a job is not an option!
Third and the last : if let’s say that my employer will delay processing my final settlement for 2 weeks or more with no fault of mine, do I have the right to ask , or better said the employer has to pay me for the days that I was waiting for all the above?
