If one employee gone for vacation after completing two year, from the native country(India or Nepal Or Srilanka) he sent resignation letter and asking gratuity amount. Is he eligble for Gratuity amount?

If you didn't follow the rules of the work place and didn't complete the notice period, then you’ll have to bear a deduction in your 42 days salary and you may receive the gratuity after deduction.
You would be entitled to the End Of Service Benefit (Gratuity)for the two years service. However, if you contacted your employer whilst out of Qatar tendering resignation and did not return to work your notice period, I doubt your employer would pay you anything.
The best you could hope for is your employer deducts your notice period wages from the ESB amount and sends you the remainder - which I would guess at being 2 weeks money.
Realistically, you won't get a penny because you will have annoyed your employer by doing this and they will just hire your replacement and ignore your requests for the ESB money.
