I would guess that as an indian you are on the max salary. Keep in mind that the higher basic salary you can negotiate before coming out there will be best if you plan to move up grades in the future.
My husband has just recently take a job in Qatar and we were more than dissappointed with the salary. Having said that because they wanted him so badly he was able to negotiate an increase. And with moving up in grades (which he will most certainly do) his increases will be based on percentage from his basic pay.
Now if I could possibly negotiate airline tickets to America rather than England than we would be good to go.

Rich experience means experience in exactly same area as QP wants.
They are willing to increase from 24 K...but dont know how much they can finally sign with me.

The offer is quite simple. If you like it accept, if not turn them down.
QP does not negotiate much on salaries and all the allowances are fixed
Your grade is your pay check, if you been offered a grade of 16 trust me they are reading verses out of their bible, that cannot be negotiated at all.
If you are an indian or a european or even a qatari "grade 16 will remain the same for all with the standard pay package related to grade 16.
The pay package what you can negotiate will be only the allowances perks not the basic at all.
