Right time to get job by coming through visit visa???

Hello,

I am an Indian working in Qatar. I have the planning to bring my cousin by visiting visa for searching job. He is well qualified (Diploma In Computer Science) and have good experience in India. Can any body tell me is it right time to bring him for getting job here?????
