When looking for a Job in Qatar, Should you look for who pay more..or work environment?

Have been offered a 14,000 QAR plus benefits which doesn't include housing but includes education and medical coverage. Having been a Doha visitor before in 2010, I see that such an amount is fairly good for just living. I have two boys 4 yrs and 2 yrs.. I need your guidance here, Should I take it or keep looking? and If I kept looking, Where should I look at ? Places which supports good package (Hosing-Education-Medical-Vehicle-etc. )

Am a Telecom Engineer with 6 years of techno managerial experience working currently as AV specialist and New media manager!
