i received an email regarding this new GCC law that if you have a violation in your previous employer like you did not finish your contract or you went for a vacation and did not return back to work you will be banned in all GCC countries or you will not be allowed to re-entry in any GCC country.I got a good job offer from other gcc country is it possible to move there with out any problem?

What it has got to do with other GCC countries if you didn't return to Qatar? It's not even a crime. If ever you are banned for two years to work again in Qatar. You need NOC before the two years ban end in order for you to work again with another employer.
