Problems with new phone numbers

I know the #s have changed i.e. from 66x xxxx to 666x xxxx

My problem is I can't connect with the new numbers from Dubai I dial 001 974 666x xxxx and get a msg that the number is not valid

What am I doing wrong?

You are dialing wrong number 001 974 666x xxxx

The right number is 00 974 666x xxxx why you added extra 1 after 00
