Rental Commission: Should it be bear by the Occupant or Owner of the Property?

FYI: I have noticed here in Qatarliving most of the ads for accommodation, wherein they are asking directly rental commission from the Occupant and not from the Owner of the property. I think this is a twisted ways of doing business.

Points to consider:

Most occupants are not doing business out of it or they are not into the business of renting it to others, but it is a basic shelter wherein you have the burden of paying monthly rent.
With respect to Owner of the property, although they have their initial investment but they are the one who is earning out of it. This is part of their expenses of their account. Eventually, with the right mark up they have added on each monthly rent they have set. They will recover the cost at the right time they have set with the right profit margin.

Implication:

With the continuance of this type of doing business it would trigger high rental fluctuation and definitely would mean a high cost of living which would significantly affect other basic commodities.
