Strange building near the junction of Khalifa street and the Oryx roundabout

As I drive down Khalifa street towards the Oryx roundabout, there is a building or group of buildings partly constructed off to the right just before the roundabout. They look like eggs or something, are in concrete and clearly have had no work on them for some time.

Does anyone know what they are?
