At present the only law to involve timings for construction works ends after Ramadan. That is No working between the hours of 1pm and 4pm and is always put into effect every summer. Majority of workers, work a 10hr shift which is standard and is legal under Qatari labour Laws. My advise buy some ear plugs or move, because less they finish before the end of Ramadan which according to my prediction you'll have two chances of that happening which is Buckleys and None, you'll find they'll be going 24hrs to make up for the time lost over Summer and Ramadan....
The Emiri decree states that work must stop between 11:30 and 3pm and that nobody may work more than 5 hours at a time, therefore the legal start time should be 06:30
If they are starting at 4am, they must finish at 9am, if not feel free to report them!
There are no restrictions on when construction work can take place, so there really isn't much you can do other than talk to the foreman of the construction site.
The hot weather and tight deadlines means they'll work all hours.
The reason they are starting that early is because they can't do all that during high noon at this time of year. there is really no limit on when someone and when someone can't start construction work, it tend to be between 4am and 8pm, but it does depend on the contractor.
In a month or two it will start to get cooler, and they will start later. (but the foundations should be done by then, lmao)

Where does it say that Baldrick? The labour law states people can be made to work up to 10 hours per shift.

Grrr..in my area they start at 3am...end stoped about midnight...so enjoy in summer nights
