I agree with leilany2. Most people who are insensitive about a subject are usually ignorant. Rather than punish, educate them on all the positive aspects of Ramadan.

Why not try to get into the spirit of Ramadan and instead educate and forgive? You really must be preoccupied and distracted from the true meaning of Ramadan if you are on an Internet forum looking to get someone in trouble in Qatar.

Good advice from most folks: forgive him his trangression and move on.

I'm amused though...to consider that here in Qatar you're actually allowed to "file a complaint" against someone for an insult.

So they'll fine you, lash you, or throw you in jail for saying an unflattering remark about Ramadan, but they won't do a damn thing to the local who totals your car and sends you to the hospital in a hit-and-run accident.

Justice Gulf-style! LOL!

Holy month and so much rush to report another person!

Did you try to speak with this person?

Why don't you educate him about RAMADAN? Maybe, you will encourage him to become a muslim as well instead of getting upset or angry with that person.

Learn to forgive and forget. By being considerate you'll more blessed after all its the essence of Ramadhan. If you have concerns on that non muslim individual tell him straight in a non-offensive way. Ramadan Kareem!

Your word against his. Even if you do report it, chances are it will not be taken seriously as he'll just deny it.

Better you just talk to him nicely and express your concerns.
