I am not sure what the questions is. The "Letter of No Objection" is usually required when an employee leaves his original employer to work for someone else. This is quite common throughout the world because it keeps companies from taking employees away from their competitors. Article 25 covers some of that when it states that your permit can be cancelled if you work for another employer. Your legal sponsor is liable for you and your actions and he paid for your permit. It would be unfair to the employer if after he paid your way you left him. An NOC is also required for many other things such as buying a car and obtaining loans.
