My understanding was that they had not yet instigated any new ruling excluding non working women / men.
I only got my licence a couple of weeks ago and I was not asked if I work and there was no problems with it.
Personally I think that they would be niave to introduce such a ruling as it will serve as yet another deterant for expats coming to the country.
If you have the paper work - application form, photos, letter from sponsor, passport & your national driving licence - go down to the traffic department. You do not need to pay anything until the end so you have nothing to lose except an hour or so of your time.
