Let me put it this way:
1. Your employer is supposed to send you the ticket. So they will be responsible for any mistake and they will be double charged with the ticket cost.
2. The airline officer in Manila would not know the rules. So in worst cases to let you travel, you can simply sign a form (I do not know its name) that you will be travelling on your own responsibility coz airlines allowing passengers who do not have visas are responsible for the charges resulting from their mistakes.
3. The most important, I got my maid from Ethiopia 1 month ago by simply sending a scanned copy of her visa by email. Everything was smooth.
