I cannot speak for Qatari Laws back in the 90s, but in January 2007 we had no problems giving our daughter 2 christian/western/european/whatever names (first and middle name). Mind you her last name is Arabic as her dad (moi) is a Canadian of Arab origin.
But upon further reflection, a Lebanese friend of mine (married to a European) just had a baby boy last month and they had no problems giving him both a European first and last name. Perhaps the laws have changed since.
