I needed to certify my marriage license. Since I am from The US I had to send it to the state license office where I was married to be certified. I then had to send it to the US State Department in Washington for their "certification". It was then sent to the Qatari Embassy in Washington for their "approval". After I received it I had to have it translated into Arabic and then brought it to the Ministry of Foreign Affairs. After that I was able to apply for a Family Visit Visa. I hope the "red tape" in your country is not as extensive.
