They cannot refuse to accept your resignation. However, there will be a notice period in your contract that they will expect you to complete. It may be one month, two months or maybe even longer but it should be clearly stated how long this period is.
When you have found out what that period is, give your employer a dated letter tending your resignation and specify a leaving date. Keep a copy of the letter for yourself and when you have handed over the letter send an email confirming your leaving date including the phrase, "As stated in the letter I have provided you with today". When you send that mail send a blind copy to your own personal email (eg Hotmail) account and print it off so you have 2 types of paper document and 1 electronic copy.
If your employer refuses to accept this go to the Labour Court with your documents and state your case. Also, if you get any letters or emails back from employer saying you can't leave, make sure you get copies of these too so you can provide these to the court.
