Whether one is educated or not, it requires very little common sense for a person to realize that smoking is harmful for others. One should be responsible to abide the law, for health is the very reason laws banning smoking in public was formed in the first place.
If you go upto a Qatari in thobe and ask him to stop smoking at a public place, all you get in return is a cold stare and they speak something to themselves in arabic and laugh it off as if nothing sensible was said.
I have yet to see or hear of someone being fined in Qatar for smoking in public places, which is quite sad and speaks a lot about bad implementation of law.
