It would be a good idea to visit Fanar, which is on what I call "bank street" - the road that has two huge swords as a landmark.
Fanar is a spiral building that you can see from the MIA and I'm rather certain that they would have useful info and tips for Ramadan.
Plus the MIA library section may also be able to assist.
And KATARA, is a cultural centre with loads of golf sized buggies carting visitors around. I'm not sure myself if you are allowed to stay hydrated whilst the fasting time is on.
