I mean .. if someone is putting down poison to rid their 'territory' or 'farm' or whatever of pests .. would they need a licence to do so?

Probably a stupid comment by me, cos of course anyone can put down 'rat poison', but can they do so outwith their own domain? aka Public Beach???
