you see it all the time around this region. They will rob or burn their shop down to the ground for the unsurance money, and they do not care wtf happens to the surrounding buildings.

In this case i think it is clear though. His window was dirty, too lazy to clean it. Insurance money buys him new one. It's a classic "Break my window so i can get a new one" routine. Seen it a thousand times.
