Erm... did most people miss the fact that swissmiss said that "The events are being organized by an outside company anyway - not the Qataris"? Decision makers want something implemented, it's the job of the implementee to carry it out. Well, anyway, this will be feedback for them build on. There's a lot of behind the scenes groundwork that needs to be done but I believe that Qatar will be ready by 2020.
Btw, I know Oryx and trust her judgment as she doesn't speak unless she's reasonably certain of something. And she's quite the expert on football. :0)
