OP, im not sure what the issue here is, in most countries, people are dressed according to the season or situation, bikini on the beach and dresses for church, obviously its summer and dont expect people to cover up as they do during winter, (well if you consider winter here a real winter), secondly, in places where i've been. people do not gawk, grope, give malicious comment nor harass people in flimsy clothing. we just do our own business. if were there to shop, we shop.
