Are you too fussy? maybe. don't get me wrong: living over here, you get good at looking for things like crumbling plaster, leaks under ACs, regular bug extermination, etc. But it sounds like you're talking about asthetics, and. . . . you get what you pay for.
Best advice: look for a place that's unfurnished. By 'finishing' I'm guessing you mean the furniture and art on the walls and stuff is. . . ok, well not great. That happens. It feels like there are three sets of furniture used in all the furnished apartments across the city, and they're all heavy and brown. you can either do what a lot of us do and make it your own with cushions and covers and suck it up, or you can rent unfurnished for far cheaper, and then paint the walls yourself, buy furniture you like, and get over it.
