Are things different now? When I took my driving test, I had to take a few lessons as well as left hand drive. The instructor was quite professional and he didn't hint for a bribe. I wouldn't have paid anyway.

Thought that Qatar was serious about eradicating corruption. Guess implementaton / policing is the issue.
