I think the best way to run the campaign is this:

Employ a number of people to make random phone calls to expats. The caller can draw attention to the problem immediately by starting the conversation by asking "what are you wearing?" or "Are you naked right now?"

This will certainly raise awareness convince everyone that there is nothing at all perverted with this culture's obsession with sex and sexuality.
