I totally agree with your view point. You know why UAE is giving enough freedom to the expartiates because they are wise enough to understand the overall contribution given by the expats to UAE's growth and development.
Moreover, the wise Govt in UAE does not want to loose such skilled and professionals because that will have a negative impact on it's economy. Also giving such freem to expats increases UAE's reputation definitely more than any other GCC or Arab country-it is a cherished location to the world.
Therefore in UAE no such exit permit and 2 year ban exists.
The expats should be free to visit their homes or travel as they wanted during their free time. Always getting an approval from the sponsor seems to be.. you know what it is..
