I feel sorry for you. Try going to the National Human Rights Committee. Many were able to get it this way, but it takes patience.
Another option is to go social. Try to cling to another company and ask their (national) person in charge to negotiate the NOC socially. This works as well, but it takes patience and social skills.
If you go with the option to compromises or decide to pay for your NOC, be aware that the employer is required by law to give you salary and end of service benefits, and the law doesn't permit him to negotiate this aspect. Therefore, you may go the compromise approach, but come back to your employer and punch him by suing him (I suppose you can still claim your end of service benefit despite having agreed to replace it for a NOC because there are illegalities in this process and the employer will most likely bear them).
