I believe one more reason adds on to the congestion in the morning and evening. here very few parents send their kids by school bus. most prefer to drop and pick them themselves. result- traffic jams in peak hours. that's why you never encounter or experience very less jams during school vacations. moreover, some families do even have different car for each kid. this also adds to some extent.
