Victims are provided with financial compensation, and not just if someone dies, but typically criminal events such as domestic violence, child abuse, sexual and physical assault, homicide, robbery, drunk driving and vehicular manslaughter. These schemes vary from one country to another, but I'm not sure where you got the idea that this sort of scheme doesn't exist in the West.
