If you are referring to a 'family visit visa' then this you can only apply for once you have your RP. Though I'm not sure on the fiancée bit, I needed an attested marriage certificate. If no good, then get a tourist visa, extend, fly out for a day and come back in on a new tourist visa, extend... rinse and repeat.
